The Community Based Natural Resource Management Programme (CBNRMP) was a response to a request by the Federal Government of Nigeria (FGN) for assistance to alleviate rural poverty in the Niger Delta region, which was consistent with IFAD’s Country Strategic Opportunities Paper (COSOP) for Nigeria.
The region faces a growing problem of youth unrest socially disruptive behavior and crime. In addition to limited education and poor health, other causes of rural poverty in the Niger Delta includes: poor road and communication linkages, small areas of food crops, lack of appropriate and affordable technology in fisheries and farming; diminishing soil fertility and yields, few or no substantial productive assets; limited processing and marketing facilities for agriculture and fisheries and little access to savings,credit and community infrastructures.
It is to this end that the Community Based Natural Resource Management Programme was conceived as a proactive step to specifically address the poverty related issues and youth restiveness in the Niger Delta using the participatory and Community Driven Development approaches.
The Programme Goal / Component Objective are to improve the standard of living and quality of life for at least 400,000 poor rural people of the Niger Delta States of Abia, Akwa Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers with emphasis on women and youth.

The first two years of the Programme implementation is devoted to Capacity Building/Training and Institutional Strengthening component, while the community development component which includes livelihood improvement, infrastructural development and natural resource management commences fully as from the third year of programme implementation.
