Land Conservation and Smallerholder Rehabilitation Project - Phase 2

LACOSREP 2

General presentation

Poverty is widespread in the Upper East Region (UER) of Ghana and there is a very high degree of household food insecurity among the rural population. In these areas of high and increasing population density, farm sizes are shrinking and soil fertility is declining. While progress has been achieved in terms of physical implementation of productive infrastructure and the building of a local capacity to properly manage the newly developed potential, villages and districts in the UER are still ranked as being the most food insecure and poorest of the country. To cope with this situation, the second phase of the Land Conservation and Smallholder Rehabilitation Project (LACOSREP II) is launched in order to empower rural populations living in poverty in the UER to use the opportunities provided by the project to:

  • access improved technology, services and credit in order to increase and stabilize their farm incomes through irrigation, improved technology, and IGAs; and
  • to develop their social infrastructure to improve their living conditions and environment. The project will also need to strengthen the capacity of LACOSREP staff and stakeholders to integrate gender aspects into their work.

The specific objectives are to:

  • build the capacity of key formal and informal institutions that provide technical and social services to use demand-driven participatory approaches at the district and subdistrict levels;
  • further develop irrigation in the UER;
  • increase productivity through farmer training and demonstrations of new technologies for increasing productivity of crops, livestock and fish; and
  • construct rural infrastructure to reduce the female labour burden and take measures to mitigate the possible risks of negative health and environmental impacts.

This project’s target groups are defined as those sections of the population that are most at risk from malnutrition, ill health and a generally low quality of life. However, rural people are drawn into the ‘at risk’ category due to a combination of factors, including lack of resources and access to adequate basic services and facilities. The project is supposed to benefit to 34.400 households.

The different components of LACOSREP II are:
