VODP Interim Evaluation - March 2011

In 2009-2010, the IFAD Office of Evaluation conducted an interim evaluation of the Vegetable Oil Development Project in Uganda.

A group of local sunflower growers have brought the machinery to produce their own oil in Alebtong village, Lira District. The 20-member group, "Otim Ikomwa" or "Let's Do It Ourselves", also bottles and sells the oil directly to consumers This is a high-profile project because of the novelty of the public-private partnership, the extent of leveraged private-sector financing, the political controversies involved with the Oil Palm Subproject.

The evaluation found that the project has the potential to ensure the sustainability of both oil palm and oilseed production by farmers; however, a number of challenges remain, such as ensuring the long-term sustainability of the Kalangala Oil Palm Growers’ Trust, environmental and natural resources management, and the future of adaptive research in support of oilseed crops, in particular with regard to soil fertility
