A mission of WARF lead by the Executive Director was in Roma to present the results of capacity strengthening programmes and explore other ways to consolidate the partnership with IFAD. A session of presentation of programmes and the coherence scheme of the partnership IFAD/WARF was presided over by the Director of the WCA Division, in presence of CPM of other divisions of the Funds and of the WADB representative. Exchanges went on through specifics sessions. Here follow the main issues and results of the discussions.
1. EXCHANGES ON THE IMPLEMENTATION OF REGIONAL PROGRAMMES (MCSP, PROSUME, FIDAFRIQUE)
Agreements were:
On the start of each semester a videoconference between WARF and the WCA Division will be held to reconcile semester agendas. This conciliation of agendas will enable WARF to take part in Missions of supervision and design;
In order to optimise WARF Technical support, a mechanism will be found so that WARF may valorise its support expertise to projects and communities along with to the management of grants;
Owing to the difficulties of WARF to ensure the participation of ECOWAS and EMCCAS in the expanded Steering Committee, an additional clause to the grant agreement will be proposed to allow the technical Committee to play steering function and respect the terms of the grant agreement.
1.1: Training activities:
The monitoring of training impacts will be conducted with the involvement of CI and CPM.A baseline situation will be prepared by IFAD consultants for programmes and published on Fidafrique web site.
WARF will send to projects, CPM and IC a clarification note on the mode of financing trainings and other activities of regional programmes under its responsibility.
Training and Research Institutions fees were not budgeted and are to meet (cost/participant)
1.2. Monitoring and Evaluation
Manual RIMS: WARF participate in the review of the method by the intern work group.
The manual will be at disposable during the forthcoming workshop of trainers training.
Exchanges on participatory monitoring of PRSP and COSOP with managers will be favoured.
1.3. Exchanges and collaboration with regional programmes of other Divisions and Departments of IFAD
The SMIP (East end Southern Africa) and the MCSP should favour exchanges in terms of quality control mechanisms for trainings.
Some training sessions may register the attendance of participants if working languages allow.
Participation of WARF to experiences exchanges with all projects (Latina America, especially PREVAL).Possibility of facilitation trainings for IFAD staff on Outcome Mapping (a monitoring and evaluation approach initiated by IDRC.
2. FIDAFRIQUE AND INNOVATIONS (RSSI)
As a partner of the initiative,
WARF will screen 25 innovations during the preparatory meeting of partners scheduled in Roma and will propose a plan of facilitation and moderation of the workshop fair in Ouga.
In collaboration of IFAD consultant, WARF will provide support for the presentation/documentation of screened innovations
Within the support to the cassava initiative, the watch on this commodity chain will be continued through the transitional phase of FIDAfrique by the new technical coordination .All the eight innovations proposed during the consultation will be published on line.
3. INFORMATION AND COMMUNICATION
The brochure on IFAD/WARF partnership should be prepared and diffused
In order to prepare the third phase of FIDAfrique,the evaluation document must be translated into English for sharing purposes with IFAD.
The products resulting from WARF Technical Assistantship to FIDAfrique during the last two years must be at the disposal of the communication information Division of IFAD
Schedule a communication day on FIDAfrique III during the workshop on portfolio review
WARF will be called for to assist in the experimentation process at COVASUP (Cameroon) in consideration of its experience in participatory communication for Development.
4. IFADAFRICA
Is a broadening of the FIDAfrique network to all Sub-Saharan Africa with the integration of thematic networks of East and Central Africa
Forecast actions are:
Incremental implementation of the network: activities for a best mutual understanding(participation in the East and Southern Africa workshop on communication techniques , in June )
Before the start-up of the programme, exchanges between projects will be organised through missions FIDAfrique and staff of East and Southern Africa in Nairobi (meeting of networks)
